What is the project management plan?
The single, owned, baselined document that sets out how the project will be delivered — bringing together scope, schedule, cost, quality, risk and the other management plans. It is the baseline everything is measured against, not a folder of loose documents.
Why do estimates carry uncertainty?
Because early in a project little is known, so estimates are approximate and become more accurate as the project progresses — the estimating funnel. Treating an early estimate as a firm commitment is a common mistake.
